In Germany, homelessness represents the extreme form of poverty, marginalisation and health hazards. Since the first nationwide data collection in 2022, the number of people affected by homelessness has risen massively. In line with the EU, the German government has set itself the goal of eliminating homelessness by 2030. To this end, it has adopted a National Action Plan against Homelessness under the leadership of the BMWSB.
Because housing is a basic right, cities and municipalities are already obliged to provide (emergency) accommodation for homeless people. However, they can only fulfil this obligation to a limited extent due to a lack of supply and tight budgets. The problem is exacerbated by the lack of available housing and the rise in housing prices, particularly in urban centres. Homelessness is therefore not only a socio-political issue, but also of the highest relevance to planning and construction policy.
Many changes in the planning and construction sector are currently being discussed, particularly considering climate protection and resource conservation. With the “Transformation Dialogue” ‘With the building turnaround against homelessness’, the Federal Bauakademie Foundation would like to discuss how urgently needed changes in planning and building practice can bring about climate and environmental protection as well as social justice and social cohesion.
Presenting successfully realised examples, experts from politics, administration and construction practice will discuss the following questions:
- To what extent can the social goals of housing provision be reconciled with climate and resource protection? How can housing be secured in the long term while considering the lack of housing supply and rising rents for those in need?
- What opportunities lie here in new construction, e.g. tiny houses based on the example of Vienna, Marburg or Gelsenkirchen?
- How can housing be developed beyond new builds?
- What opportunities lie in the conversion of existing buildings or the development of vacant living space, e.g. through placement agencies, rent guarantees and refurbishment subsidies?
